PROBLEM TO BE SOLVED: To obtain the subject cosmetic being liquefied to have characteristics of skin lotion or milky lotion when embrocated in use, capable of exhibiting an excellent heat insulation and storage stability by making the cosmetic include a hydrophobic silicic anhydride having a specific value or larger than it, a water-soluble polymer and water. SOLUTION: This powdery cosmetic comprises (A) a hydrophobic silicic anhydride having >=60 m2/g specific surface area, (B) one or more of water-soluble polymers (preferably microbial water-soluble polymer, cellulosic water-soluble polymer or alginic acid-based water-soluble polymer) and (C) water and is liquefied by embrocation. The amounts of the components are preferably 2-20 wt.% of the component A, 0.001-10 wt.% of the component B and 70-98 wt.% of the component C. Preferably the powdery cosmetic is further formulated with (D) a component unstable in the presence of water (e.g. skin lightening agent, antiinflammatory agent, antimicrobial agent, hormone agent, vitamins, etc.), and the amount is preferably 0.001-10 wt.%.
