PROBLEM TO BE SOLVED: To provide electric power generating function suitable for use in the improvement of water quality of lakes and marshes and converting energy of solar rays to electric energy to use the same as a power source. SOLUTION: A required number of floatable substrates 1 each having an appropriate number of solar light electric conversion panels 2 arranged on the surface thereof are floated on the surface of the water of lakes and marshes L to be prevented from eutrophication to shade the surface of the water of the lakes and marshes L and eutrophication is prevented to suppress the generation of water bloom and the electric energy converted in the solar light electric conversion panels 2 is supplied to a reguired place.
