PROBLEM TO BE SOLVED: To provide the program generating device which can efficiently generate an operation program for placing a programmable controller in operation. SOLUTION: This program generating device is equipped with a control part 1 which controls the whole, a storage part 2 which is provided with addresses and devices corresponding to the addresses on a register, an input part 3 which is provided with keys and inputs a command 31 specifying an address on the register, and a communication part 4 which is connected to the programmable controller 41; and the control part 1 writes and holds the inputted command 31 in the storage part 2 while making it correspond to a previously set registration key 32 and writes the saved command 31 in the operation program for placing the programmable controller 41 in operation according to the registration key 32.
