PROBLEM TO BE SOLVED: To provide a picture display device capable of reproducing and displaying on a whole effective screen in the case where a picture signal prepared by a computer machine having a higher order format than an effective number of picture elements of a monitor is displayed on the monitor. SOLUTION: This picture display device comprises a computer machine capable of outputting a picture signal, a monitoring means for a lower order format than the picture signal of the computer machine, a mode judging means 14 for judging a picture signal format based on the horizontal and vertical synchronizing' signals outputted from the computer machine, and a timing means 15 for generating a clock signal for sampling the horizontal and vertical start signals for setting a display start position of the picture signal and the picture signal in response to the judgment result of the mode judging means 14, and displays the picture signal on the monitoring means by selecting a region to be displayed on the whole display region of the monitoring means from the picture signal of the computer machine, specifying the display start position of the picture signal by the horizontal and vertical start signals, and sampling the picture signal by the clock signal.
