PROBLEM TO BE SOLVED: To make usable plural cards such as a prepaid card and a member card by writing money information in a recording medium with a face value of money inputted to a money input port as a limit, and lending out a game medium by a lending-out means on the basis of the money information of the recording medium read by a reading means. SOLUTION: A ticket issuing machine 10 issues a ball storable member card for registering name, member number and ID number after reading and certifying the driving license. Input information at this ticket issuing time is transmitted to a control device 70 from a ticket issuing machine controller 12 to be recorded in a memory part. A card vending machine 20 sells a prepaid card supplied by recording prescribed value information from a card supply company, but is constituted so as to write money information in an issued member card. When inserting the member card and the prepaid car into a ball dispenser 30, the information is read, and is sent to the control device 70 to permit ball lending in the ball dispenser 30 after a checkup.
