PROBLEM TO BE SOLVED: To control influences on the basis of thermal change given from the outside by forming a decorative layer and an insulating layer composed of hollow particles and a binder resin on the back side of the decorative layer. SOLUTION: On an insulating layer 1 comprising a binder resin 1a containing hollow particles 1b as an insulating material, a decorative layer 2 comprising a base material resin 2a containing a colored pigment 2b is laminated. A base material layer 2a forming the decorative layer 2 colored by kneading the pigment 2b is prepared. Next, in the binder resin 1a, a solution in which a resin composition added with the hollow particles 1b is dissolved in an organic solvent, or a liquid composition in which the hollow particles are added into a water-dispersed emulsion is applied on the base material layer 2a and dried at 40-250 deg.C and solidified to form the insulating layer 1 to obtain a decorative sheet 10A. As a result, a metal base material has a good insulating effect and is prevented from generating thermal deformation and inside bedewing.
