PROBLEM TO BE SOLVED: To make it possible to stop communication with a base station device regulated at its handover without having effect on a mobile communication system and to keep the device in a surely maintainable state by specifying a movement destination base station device due to handover on the basis of a radio state periodical report from a mobile terminal station. SOLUTION: The mobile communication system 10 has a mobile terminal station 11, base station devices 12a to 12c and a base station control device 13, where the base station 12a is a base station to be maintained. The terminal station 11 sends a periodical report to the control device 13 on the basis of receiving levels from individual devices 12a to 12c. On the basis of the periodical report information the control device 13 requests the terminal station 11 to select the device 12b as a handover destination. The terminal station 11 excludes the device 12a from communication targets and adds the device 12b to the communication targets.
