PROBLEM TO BE SOLVED: To prevent a memory area that a user can use from becoming small by permitting the respective records of the memory of a responder (IC card) to have the access permission bits of the number of types on interrogators (terminals). SOLUTION: The first word of each record in the memory of an IC card is an access right word 325 managing the right of the reading/writing of the record and fifteen remaining words are data areas 326. The access right word 325 is constituted of a WRITE right byte and a READ right byte. In the WRITE right byte, bits 0H-7H show the presence or absence of the right of WRITE access to the pertinent records of eight terminal types. In the READ right byte, bits 8H-FH show the presence or absence of the right of READ access to the pertinent records of eight terminal types.
