PROBLEM TO BE SOLVED: To provide a low ESR, large-capacitance capacitor element by immersing the capacitor element, which is impregnated with a monomer serving as a conductive polymer by oxidation polymerization, into a surfactant-added oxidant aqueous solution. SOLUTION: To form a conductive polymer layer within a capacitor element 7 which is formed by winding anodized foil 1 and counterposed cathode foil 2 through a separator 3, first, an appropriate amount of pyrrole monomer is dripped to the element 7. The element 7 is then immersed into an aqueous solution containing an oxidant such as ammonium persulfate and a surfactant such as polyoxyethylene aromatic inducer for 5 minutes, thereby chemically polymerizing the pyrrole monomer rapidly and hence forming the conductive polymer layer. Then, the resulting element 7 is rinsed with water and dried in a drying furnace at about 100 deg.C for about 30 minutes. The monomer can be polymerized rapidly and uniformly, and can also be prevented from flowing outside the element 7, and thus the conductive polymer layer can be formed uniformly within the element 7. As a result, a large-capacity, low ESR electrolytic capacitor can be obtained.
