SUBSTANCE: invention refers to organic and inorganic polymer sheet material, specifically, to film, woven or unwoven fiber and deals with method of improvement of characteristics of surface of such material, with process of generation of plasma of glow discharge for modification of surface properties of organic and inorganic polymer material and with device for initiation of plasma of glow discharge. In correspondence with invention sheet material produced by blast from melt is treated in the course of preset time interval under atmospheric pressure with plasma of glow discharge generated by high- frequency amplifier generating voltage of root-mean-square values from 1.0 to 5.0 kV on frequency from 1.0 to 100.0 kHz. Device to initiate plasma of glow discharge has pair of laminated electrically insulated electrodes supplied from high-frequency amplifier. Space between electrodes is filled with air, nitrogen oxide or inert gas. Electrodes are charged from network of impedance matching whose adjustment makes it possible to generate most stable, homogeneous glow discharge.
