PROBLEM TO BE SOLVED: To promptly secure a foothold by which maintenance working, etc., can be easily and safely performed, and to hold safety to a worker on a deck for walking when a safety fence is not necessary by providing shiftably a ladder for working to a tilted posture which is on the point of falling by swings and to an erect posture in an open part facing a working equipment, which has been formed in a part of a fence arranged in a position adjacent to the working equipment. SOLUTION: On the side facing the tube end of a deck 7 for walking, which is fixed and installed on the lower part of a robot system automatic welding equipment 5 performing the automatic welding of a flange and a rib for flange reinforcement to the tube end on the one side of a propulsion tube (tube to be worked) P, a safety fence 8 is erected. An opening part is formed in a place corresponding to a prescribed position of welding by the welding equipment 5 in a part of the safety fence 8. A ladder 21 for working is provided shiftably to a tilted posture which is on the point of falling by swings making the bottom end part of the ladder 21 for working a fulcrum and to an erect posture housed within a vertical surface which is almost the same as the safety fence 8 so that a part of the safety fence 8 is formed.
