PROBLEM TO BE SOLVED: To obtain a permanent wave primary solution excellent in aging stability, having a high water retention property, and excellent in hair-waving efficiency, wave and moisture retention characteristics, by making the solution containing a reducing agent contain a succsinoglucan. SOLUTION: The primary solution contains (B) a succinoglucan in a permanent wave primary solution containing (A) a reducing agent (for example, thioglycolic acid and cystine). A succinoglucan prepared by a well-known method or a commercially available succinoglucan can be used. The component A is preferably contained in an amount of 3.0-8.0 wt.% based on the permanent wave primary solution, and the component B is preferably contained in an amount of 0.001-10.0 wt.%, more preferably, 0.01-5.0 wt.%.
