PROBLEM TO BE SOLVED: To provide an inexpensive multiplexer consisting of a simplified configuration and to provide a multiplexing system. SOLUTION: The multiplexer 22 is provided with a dual port RAM 26 that has 1st and 2nd input output ports, applies pack processing to video compressed data and audio compressed data received from the 1st input output port and outputs the packed data from the 2nd input output port, an input data bus 30a with a 1st memory control 25 that transfers the video compressed data and audio compressed data and give them to the 1st input output port, an input output data bus 30b with a 2nd memory control 27 that transfers and gives header information to the 2nd input output port and allows the 2nd input output port to output the packed data, and a control arithmetic bus 31 with a central processing section 14 that controls data transfer of the input data bus 30a and the input output data bus 30b and generates the header information and outputs it to the input output bus on the basis of the video compressed data and audio compressed data.
