PURPOSE: A method for forming the traffic of the ATM(Asynchronous Transfer Mode) network is provided to satisfy various service qualities exiting in the ATM network by embodying the traffic formation with the allocation of sub buffers according to the values of a CDV(Cell Delay Variation) and a CLR(Cell Loss Rate), dividing the buffers of a defined size into unit blocks. CONSTITUTION: If a connection having a CDV and a CLR is required(S30), a VPI/VCI(Virtual Path Identifier/Virtual Channel Identifier) is confirmed, the CDV and the CLR for the associated VPI/VCI are read, a necessary buffer size is calculated(S32). According to the calculated buffer size, blocks are allocated(S34). If cells arrive(S36), the cells are stored in a buffer address read from the free address FIFO of the buffers allocated to the associated VPI/VCI and the stored address and delay time information are registered in an associated registration standby slot(S38).
