PROBLEM TO BE SOLVED: To start moving an elevator comfortably without being accompanied by sudden impact using the simplest structure as much as possible. SOLUTION: Areas 23 and 24 having smaller bending resistance are formed in brake levers 2 and 3 so as to be elastically deformed by means of a torque action. Elastic deformation is detected by strain gauge strips R1 through R4 disposed in the aforesaid areas so as to be connected therewith as a measurement bridge, and the obtained voltage signal is forwarded to an elevator control device so as to be processed for letting a basic signal be produced. Motor torque for compensating measured torque is generated by a driving motor by way of a driving control device before the brake is released, as a result, torque obtained by the braking shaft is turned out zero. As a result, even if the brake is released, torque will never be abruptly changed, and it thereby starts operating without being accompanied by abrupt impact.
