PROBLEM TO BE SOLVED: To provide an underwater setting method for a sheet-like substance capable of easily spreading and setting the sheet-like substance on the bottom without pressing burdens on a diver. SOLUTION: A sheet-like substance 1 revealing its form-retaining efficiency by pouring water inside of the sheet-like substance to expand it into a specific form or a plurality of water-pouring bags 2 are monolithically or detachably mouted to the sheet-like substance 1 to be set in the water such as the bottom of the water 3 or the like. Then, after the sheet-like substance 1 is settled down to a specific position on the bottom of the water together with the water- pouring bags, the sheet-like substance 1 is spread in a specific shape by pouring water inside of the water-pouring bags 2 to expand.
