PROBLEM TO BE SOLVED: To obtain a highly biodegradable surfactant by forming a nonionic surfactant containing a ketal group and a polyoxyalkylene group. SOLUTION: A nonionic surfactant having ketal groups and an oxyalkylene group and represented by formula I or II is provided. A compound represented by formula I or II is obtained by dehydratively condensing 1 mol of a polyglycerol having a degree of polymerization of at least 3 with 0.05-10 mol of an aldehyde such as butyraldehyde and a ketone such as methyl propyl ketone at 40-160 deg.C in the presence of an acidic catalyst such as p-toluenesulfonic acid in a nitrogen atmosphere and effecting the addition reaction of the obtained reaction product with an alkylene oxide such as ethylene oxide. In the formulae, R1 to R4, R6, and R7 are each hydrogen or a hydrocarbon group; R5 is a hydrocarbon group; X is hydrogen or -(R8-O)q-H; R8 is a hydrocarbon group; m is 1 or greater; n is 0, 1 or greater; p is 1 or greater; q is 0, 1, or greater.
