PROBLEM TO BE SOLVED: To increase heat insulation extensively by forming a connecting recessed part in one end of a panel body with which a heat insulating material is filled between two metal plates, and forming a connecting projecting part in the other end thereof for formation of a heat insulating panel, thereby erecting the panels on all surfaces of side walls. SOLUTION: A heat insulating material 3 formed out of polyisocyanurate foam is filled between two metal plates 1, 2 to form a heat insulating panel 6. A connecting recessed part 4 whose center is recessed in a width direction is formed in the lower end part of the panel body, and a connecting projecting 5 whose center projects in the width direction and which is inserted into the connecting recessed part 4 is formed in the upper end part of the panel body, wherein a gap is formed between the two metal panels 1, 2 to avoid thermal conduction. A column frame 9 is erected on a floor frame 7, and the heat insulating panel 6 is erected in a holding groove in a holding frame of the floor frame 7 and the column frame 9 to engagedly-connect the connecting recessed part 4 in the upper panel 6 with the connecting projecting part 5 in the lower panel 6 through packing 20. It is thus possible to increase heat insulation and sound insulation of the wall.
