PROBLEM TO BE SOLVED: To provide a contaminant treating device with which a difficult-to- decompose material is decomposed while suppressing the volatilization of a low-b.p. harmful material and the generation of dust. SOLUTION: A hopper 11 for feeding incineration ash 1 is connected to the upper part of a mixing tank 12 to be charged with water 2 from a water source, a surfactant feeder 13 for feeding a surfactant 3 is communicated with the inside of the mixing tank 12, an impeller 14 connected to a driving motor 16 through a shaft 15 is provided in the tank 12, and the lower part of the tank 12 is connected to a treating tank 19 through a feed valve 7 and a feed pump 18. An air diffuser pipe 20 is furnished in the treating tank 19, an ozonizer 21 is connected to the air diffuser pipe 20, a UV lamp 22 is set in the treating tank 19, the lower part of the treating tank 19 is connected to the inlet of a solid-liq. separator 24 through a feed valve 23, and the liq. outlet of the separator 24 is communicated with the inside of the mixing tank 12 through a feed pump 25.
