PROBLEM TO BE SOLVED: To obtain a doubly covered elastic yarn having excellent appearance quality, fitness, wearability, wearing touch, elongation, etc. SOLUTION: This doubly covered elastic yarn comprises a core portion and a sheath portion doubly covering the periphery of the core portion with a non-elastic yarn. The core portion comprises a spandex yarn comprising a polyurethaneurea as a main constituent and containing polyvinyl pyrrolidone and/or its copolymer which have K values of 20-70. This method for producing the doubly covered elastic yarn comprises doubly covering the periphery of the spandex yarn with the non-elastic yarn, wherein the spandex yarn comprises a polyurethane urea as a main constituent and contains polyvinyl, pyrrolidone and/or its copolymer which have K values of 20-70.
