PROBLEM TO BE SOLVED: To provide a compacting device and a compacting method by which a desired compact can be formed without causing any crack. SOLUTION: Powders to be compacted are charged into a space defined with an inner mold 14 provided in the inner part of an outer mold 12, an upper punch 22 and a lower punch 32, and the upper punch 22 and the lower punch 32 are operated to compact powders. Before and after compacting, a hydraulic pressure is introduced into a clearance 16 and a forcible feeding passage 18 from a pressurized liquid impressing means 60, and the outer periphery of the inner mold 14 is pressurized to restrain the expansion of the inner mold 14 in the radiating direction. Thereafter, pressurization against the inner mold 14 is released, and a compact 3 is drawn out of the mold part 10.
