PROBLEM TO BE SOLVED: To provide a carrier suitable for carrying a carrying object by locking/ towing the carrying object having a rope and a carrying device having this carrier. SOLUTION: A carrier 10 has a bar-shaped arm 20, a fixing part 30 being arranged in a base end part of the arm 20 and fixing the carrier 10 to a wire and a locking part 40 being arranged in a tip part of the arm 20 and towing a carrying object by hooking (locking) the carrying object on a rope 7. The fixing part 30 has a groove 33 for inserting the wire, and is fixed by sandwiching the wire in the groove 33 by using a wire fixing tool. The locking part 40 is formed in a taper shape of gradually increasing the outer peripheral length in the tip direction, and is formed in a shape of gradually increasing an angleθ1 formed with the center line 21 of the arm 20 of an outside surface in the tip direction.
