PROBLEM TO BE SOLVED: To reduce erroneous operation even if a switch is deteriorated in the aspect of insulation and then a current is carried in a pseudo manner so as to enhance safety by supplying the result of detection of open/close condition of a first switch at the time of opening/closing a second switch, and stopping operation started by the opening/closing signal when the first switch is in failure. SOLUTION: To detect the opening/closing condition of a first switch when a second switch is opened/closed so as to transmit the opening/closing condition to a control circuit, a sequence to read a voltage signal applied to the second signal is carried out by a program by the use of logical circuit of a microcomputer or the like according to a signal at the time when the second switch is opened/closed. To stop the operation started by the opening/closing signal when the first switch is in failure, a sequence to store the operation started by the opening/closing signal of the first switch when the voltage signal at the time when the first switch is pushed and a sequence to cancel the sequence is carried out by a program.
