PROBLEM TO BE SOLVED: To have a superior transparency, and improve a barrier property relative to oxygen gas or steam by providing an inorganic oxide thin film and coating thin film formed by polyurethane resin composition containing silane coupling agent and filling agent on one surface of a pliable plastic base material and a coating thin film. SOLUTION: The transparent barrier film 1 is formed of providing in turn an inorganic oxide thin film 3 and a coating thin film 4 formed by a polyurethane resin composition containing a silane coupling agent and filling agent on one surface of a pliable plastic base material 2. For such a pliable plastic base material consists of biaxially stretched nylon film or biaxially stretched polyethylene terephthalate film. Also, the thin film 4 of an inorganic oxide is made up of a vaporized film of silicon dioxide or an aluminum oxide.
