PROBLEM TO BE SOLVED: To effect picture recognition having high robustness against disturbances. SOLUTION: A picture inputting section IP1 inputs a picture and a change detecting section IP2 detects a changed area in the picture. An area calculating section IP3 calculates the area of the changed area. Since an error caused by a disturbance may be contained in the area, an area correcting section IP4 corrects the error by suppressing the abrupt fluctuation of the area value by detecting a medium value. An area averaging section IP5 successivelyt averages the corrected area values during a fixed period in the past, the errors are scattered and reduced thereby the accuracy of state discrimination by means of a discriminating section. IP6 which discriminates the state by utilizing the area can be improved.
