PURPOSE: A matching device of frame relay of an ATM(asynchronous transfer mode) exchange is provided to be effective in a space and in a cost by processing plural E1s in a single HDLC(high-level data link control) processing unit of high speed. CONSTITUTION: A multiplexing unit of packet(41) performs a connection register before a real packet comes and marks that it is in use in an appropriate position of connection in a status of a first packet buffer. A series data from a physical class unit(21) is converted a parallel data of 8bit unit. Data of each channel are sequentially stored in a data area of the first packet buffer. A packet count is recorded in the status whenever one packet is stored by comparing a header and a tail of the packet during storing the data. The connection register is performed by seeing the status with periodically reading the first packet buffer, and the case that the packet count is not '0' is read. The read data is sent to an HDLC processing unit of high speed(22) by converting to a series. A demultiplexing unit of packet(43) stores the series data from the HDLC processing unit of high speed(22) to a data area of a second packet buffer corresponding to an appropriate connection by converting to a parallel data. Because the physical class unit(21) is slow and the HDLC processing unit of high speed is fast, the data is read by fitting for the speed of the physical class unit(21) after storing in the second packet buffer. The read data is sent to the physical class unit(21) by converting to the series data. When the data to be sent is not existed because the packet is not existed for a while or the connection is not existed, an idle code is sent.
