PURPOSE: A method for grouping/ungrouping cells using a power control in a micro cell environment is provided to group/ungroup each cell to attenuate a hand off signal between cells. CONSTITUTION: A system gradually increases a power of a center cell, and generates a hand over to the center cell by a terminal which is a boarder line of the center cell and a peripheral cell. The system constantly increases the power until the center cell covers a remaining cell, and gradually lowers a power intensity of the peripheral cell to maintain a small cell semidiameter, then generates the hand over to the center cell by the terminal. The system increases the power for covering the peripheral cell by the center cell, and gradually lowers the power of the peripheral cell, then turns off the power when the center cell covers entire cell.
