PROBLEM TO BE SOLVED: To realize excellent interlayer strength and finishing appearance when wet by integrally laminating a core material obtained by sandwiching a reinforcing fiber layer between mixture layers of an inorganic powder and a powder-like phenol resin with a thermosetting resin-impregnated decorative sheet. SOLUTION: A reinforcing fiber is laminated on a dry mixture layer of an inorganic powder and a powder-like phenol resin as a binding material. Further, a dry mixture layer is scattered, and molded in a plate-like state by a hot press molding machine to form a core material. Here, as the inorganic powder, fly ash or the like is used. As the phenol resin, phenol or the like and formaldehyde or the like are reacted in the presence of an acid catalyst, mixed mainly with a hexamine as a curing agent, and made a powder-like state and is for use. Then, a thermosetting resin-impregnated decorative sheet and the core material are hot press molded to the decorative board. Then, as the decorative sheet, a paper base material or the like made from a natural fiber or synthetic fiber is impregnated or coated with a melamine resin or the like and dried and is for use.
