PROBLEM TO BE SOLVED: To improve the compression rate of a form image, to reduce the data size for reservation, and to shorten the time required for data transfer. SOLUTION: Exclusive OR operation processing between an already written form image 1a taken in by a scanner 11 in an entry system 13 and an unwritten form image 3a is so performed with respect to each pixel that positions of coincidence may be 'white' and those of non-coincidence may be 'black', and a form image 4a of only an obtained description part is compressed and preserved in a preservation means 5 of a server 14, and relation information between the preserved form image and an unwritten form is managed. At the time of restoration of the original form image, a form image 4b of only the preserved description part is read out from the preservation means 5 and subjected to processing opposite to compression, and exclusive OR operation processing between the obtained form image and the unwritten form image 3a is performed again in a restoration means 2b, thus the original written form image 1b is restored.
