PROBLEM TO BE SOLVED: To provide the passing vehicle detecting device which can not only prevent misdetection, but also be installed with ease. SOLUTION: From the upper end of a pole 11 stood by a roadway 10, an arm 12 extends to over the roadway. On the arm, the passing vehicle detecting device 13 and a moving body detecting device 14 which uses an image processing method are installed. The detection results of those devices are sent to a control box 15 fitted to the pole and if one of them detects a vehicle passing, its data including even its traveling direction is encoded by the control box and sent to a control center through a LAN 16. Here, an ultrasonic-wave type or millimeter wave type is usable as the passing vehicle detecting device 13.
