PROBLEM TO BE SOLVED: To operate well even if a bit rates of an output signal and an input signal are not related to each other in an integer ratio by adjusting a multiplexer so that an input transfer is inserted into an output packet stream when a control signal is in a first state and an additional packet is inserted into the output packet stream in a second state. SOLUTION: A multiplexer(MUX) controller 120 of a remodulator controls operation of the MUX 120 in response to plural control signals. A status output terminal of an input packet buffer 10 is connected to a first terminal of the MUX controller 120 and to an input terminal of an error signal generator 85. An output terminal of the error signal generator 85 is connected to a control input terminal of an oscillator 90. A status output terminal of an auxiliary packet generator 70 is connected to a second input terminal of the MUX controller 120 and an output terminal of a null packet detector 30 is connected to a third input terminal of the MUX controller 120.
