PROBLEM TO BE SOLVED: To obtain a surface treating agent for adherends which is simple and facile, is safe at use and strongly attaches materials which are hard to attach, even with ordinary adhesives, and a surface treatment process using this. SOLUTION: A surface treating agent employs an electrolyte which does not react with an adherend surface and does not neutralize an adhesive, in combination with a surfactant. This surface treating agent is applied to an adherend before adhesion and removed to modify the adherend surface into an easily adhering state. In a surface treating agent for adherends, the electrolyte is preferably neutral or basic and is preferably combined with an anionic or non-ionic surfactant.
