PROBLEM TO BE SOLVED: To suitably change flow and the like by providing a voice recognizing means for recognizing the output of an amplifying part for amplifying an electric signal obtained through a microphone, as language, and changing a water discharge state in correspondence with the output of the voice recognizing means. SOLUTION: When a user says 'Open', voice is converted into an electric signal by a microphone, amplified by an amplifier 32 and transmitted to a voice recognizing IC 33 and a voice feature quantity detecting means 34. A voice signal is converted into language data by the IC 33 and outputted to a microcomputer 36. The detecting means 34 extracts the feature of an individual from the voice signal and outputs it to the microcomputer 36. When there is the same person as the data from the detecting means 34 in the voice feature quantity data of a memory 35, the microcomputer discharges water with the respective data of temperature, flow and a water discharge mode as the set value. When the user says 'Insufficient' feeling the shortage of flow, the microcomputer 36 actuates a flow regulating valve 41 to increase flow. Flow and the like can therefore be changed suitably.
