PURPOSE: A buffer for outputting data is provided to stabilize a circuit operation when operating with high speed by reducing a ringing phenomenon generated in the output terminal of the buffer by changing a substrate voltage of a pull-down transistor. CONSTITUTION: A buffer for outputting data includes a control unit(100) and a substrate bias voltage supplying unit(200). The buffer includes a pull-up transistor and a pull-down transistor. The control unit varies a substrate bias voltage of the pull-down transistor by comparing an input data signal and a reference signal in response to an enable signal controlling the start of read operation. The substrate bias voltage supplying unit receives an output signal of the control unit and supplies a substrate bias voltage of the pull-down transistor by selectively receiving a first and second negative voltages having a predetermined potential in response to the output signal. The first negative voltage is -2 volt or -3 volt. The second negative voltage is lower than the first negative voltage.
