PROBLEM TO BE SOLVED: To secure safety by performing such control that stops a vehicle or the like or makes a vehicle obey the speed limitation after an emergency information is received. SOLUTION: A judging part 116 takes out position information from emergency information from an emergency information acquisition part 114 and takes outs current position information from a position detection part 115. When a straight distance between a position where an emergency occurs and a current position is within a specified range, the judging part 116 judges that the current position has a specified relation with the position where the emergency occurs. Then, by a judgement result signal from the judging part 116, a signal output part 117 outputs a stop signal, operates a brake function of a car and stops the car.
