PROBLEM TO BE SOLVED: To provide a manufacturing method for a steering wheel having an expensive material cover. SOLUTION: A structure 2 is provided with a metallic core 5 and an external cover layer 6 made of polymer material. Two preliminarily bent-formed half shells 11 and 12 covered with expensive material and made of multilayer composite material are formed on each of parts 4 in such a shape and size that they are faced and fitted with each other around their corresponding parts 4 so as to form a substantially continuous tube-shaped shell. The parts 4 of the structure 2 are wound by at least one sheet of polymer-impregnated cloth layer 9 applied with preliminarily formed half shells 11 and 12 on the upper surface of the external cover layer 6. In addition, the adhesion of the half shells 11 and 12 to each other and to the structure 2 can be maintained by the polymerization of a polymer resin performed in a heated mold.
