PROBLEM TO BE SOLVED: To increase the safeness of high-humidity bathroom environments by warming lower bathroom regions positively and suppressing cooling of lower bathroom regions by the coldness of bathroom floors. SOLUTION: This heat storage mat mainly for use on wet bathroom floors comprises a heating layer formed on a heat insulating layer 6, and a heat storage layer 15 formed on the heating layer. The heat storage layer 15 consists of a latent heat storage material of a higher heat insulating property and a larger heat storage capacity so as to emit a large amount of heat slowly to air or human bodies when contacting them. Even at an elevated temperature, the uppermost layer of the heat storage layer 15, which is lower in thermal conductivity, does not transfer much heat per unit time to human bodies. Heat transfers little by little from the lower layers to the upper layers as the uppermost layer experiences temperature drops. Since electrically disconnected, the heat storage mat involves no fear of leakage. A generally hermetic air layer is interposed between the heat storage layer 15 and the heat insulating layer 6, preferably flush with the heating layer.
