PROBLEM TO BE SOLVED: To relieve the load on a transmitter side terminal. SOLUTION: A rate measurement means 16 measures a transmission rate for each connection to monitor a congestion state. When the transmission rate is lower than a threshold, occurrence of congestion in a network is discriminated and the means 16 monitors a transmission packet received from an application. That is, a header management means 14 and a recording management means 14 monitor and suppress re-transmission of packets.
