PROBLEM TO BE SOLVED: To make it possible to regulate a wavelength in such a manner that this wavelength can be latched by changing the intervals between grating elements and shifting the wavelength response of a device when a main body is moved from a first position to a second position. SOLUTION: The main body 14 can move substantially longitudinally along the longitudinal direction of a fiber. The main body 14 is placed adjacently to the fiber existing in a grid region 12. The fiber is mounted at the moving main body 14 at a point 13a and the fiber is mounted to a substrate 16 at a point 13b. The main body 14 is held in a cavity 17 of a supporting frame. The cavity 17 has two end walls 17a and 17b which act as barriers for the movement in the longitudinal direction of the main body 14. These walls are so formed that the shearing strains acting on the fiber grids can maintain two distinct states. These states may be regulated by changing the length of the cavity 17 and the distance between the barriers 17a and 17b.
