PROBLEM TO BE SOLVED: To simplify rolling operation of seedling mats and unwinding operation of seedling mats and improve planting workability. SOLUTION: A leaf tip guide 18 for lodging seedlings of seedling mat 14 onto the lower side of rolling, a leaf tip-pushing roller 19, a seedling mat uptake conveyer 20, a seedling mat rolling belt 21 and rear wheels 22 driven by power of the rolling belt 21, auxiliary wheels 23 for lifting these rear wheels 22 above are provided in a winder 15 and a feed conveyer 63 for carrying seedling mat 14 rolled by the winder 15, a seedling mat leaf tip raking-in belt 64, a seedling mat-receiving conveyer 65, a seedling mat reverse winding belt 66, a reverse winding seedling mat-releasing table 67 and a reverse winding mat receiving table 68 are provided in a reverse winding machine 16.
