PROBLEM TO BE SOLVED: To clarify the neutral position of a cable reel. SOLUTION: A cable reel 1 is provided with the cable reel 1 for housing an eddy wire connected one end to a steering wheel side circuit and the other end to a car body side circuit, respectively in a space formed of a fixed case 12 and a turning case 13, and a neutral position detecting part 14 provided on the cable reel 1. The neutral position detecting part 14 is formed of a fixed toothed bear 12b provided on the peripheral surface of the fixed case 12, abutting parts 13a, 13b provided on the peripheral surface of the turning case 13; and a rolling toothed gear 14a mounted between the peripheral surface of the turning case 13 and that of the fixed case 12, movably axially engaging a shaft 14e with a long hole 12c formed in the fixed case 12, and intermittently rolled by engaging with the fixed toothed gear 12b and by abutting the abutting parts 13a, 13b with the turning case 13a turning and moving.
