PROBLEM TO BE SOLVED: To prevent a rising pin rack from rectilinearly extending upward immediately above a gate, to prevent pushing-down force from stopping working on an elevating gate by a lower rack guide and to prevent the lower part rack guide from becoming an obstacle for rising at the time when the elevating gate rises. SOLUTION: A pin rack 4 is formed in a serial shape by connecting a plural number of divided pin racks 4a short in length to each other respectively free to revolve on a rack type opening and closing mechanism of an elevating gate to elevate a gate 1 to open and close by using engagement of the pin rack 4 connected to the gate 1 and a pinion 7. Additionally, an upper part rack guide 5 to slide, guide and protect the rising pin rack 4 is provided by bending it protrusively upward above a water channel 2, a lower part rack guide 6 to slide, guide and protect the lowering pin rack 4 immediately below the gateway side of the upper part rack guide 5 is provided rectilinear in the vertical direction, and the lower part rack guide 6 is constituted free to contract upward and to extend downward.
