PROBLEM TO BE SOLVED: To improve the burnability of a cushion envelope comprising a composite material including paper and a plastic foam sheet compared with conventional ones to prevent dioxin from being generated in exhausted gas after incineration. SOLUTION: The cushion envelope comprises a plastic cap film 2 having numerous protrusions and a flat back film 3 which are stuck to an internal face of a paper envelope 1 to form numerous sealed air bubbles 4 for providing a backing of a closed cell sheet. The closed cell sheet to be used may comprise a material containing 0.1 to 10 wt.% of iron oxide powder added to plastic forming the sheet. The closed cell sheet to be used may be not only of a two- layered structure but also a three-layered structure including a liner film.
