PROBLEM TO BE SOLVED: To attain simple evaluation of picture quality and reduction of an amount of processing of a computer by sampling a video picture of every geometric section divided into arbitrary plural pictures, finding a quality error, performing error display in accordance with a result of comparison between the error and a weighting map and a threshold. SOLUTION: A system to be tested for inputting a test output (a video, a test and a sequence) outputted by a generator part 28 outputs a video picture sequence corresponding to the test output. A capture/analysis part 26 with this output as a 601 input (a serial digital video sequence) accumulates it in a capture sequence file 38 and appropriately measures a noticeable difference (JND), an electric S/N or the like. Or, the capture/analysis part 26 measures and outputs a result of comparing contents of a test, a sequence, a file 42 or 36 or a file 38 in accordance with other picture quality evaluation algorithm. Thus, it is possible to easily evaluate the quality of a video picture by using a spatial position.
