PROBLEM TO BE SOLVED: To thin an embedded layer by forming slits at both ends of a base plate corresponding to heat exchanging pipes of a pipe mat, guiding ends of the pipes from the slits to the plate, and disposing both the main pipes on a rear surface of the plate. SOLUTION: A plurality of slits 8 are formed at both ends of a base plate 1 corresponding to heat exchanging pipes of a pipe mat. That is, the slits 8 of the same number as that of the pipes 4 are formed at ends of the plate 1, the slits 8 are aligned at the same pitch as that of the pipes 4 and a width of the each slit 8 is formed in the same diameter as that of the pipe 4. The pipes 4 are respectively inserted into the slits 8 of the other end side of the plate 1. Accordingly, both the ends of the pipes 4 are guided from the slits 8 of both the ends of the plate 1, and both the main pipes are disposed on the rear surface of the plate 1. Plaster is sprayed until the pipes 4 are embedded. When the plaster is cured, the cooling and heating panel having an embedded layer 7 is completed.
