SOLUTION: A control unit 25 controls air conditioning devices based on signals from a cabin temperature sensor 26 a temperature setting device 27, and a concentration sensor 28. The air conditioning devices include a blower 8, an intake door 6, mode doors 22a, 22b, an upper vent 23b, and a vent for feet 23c, and an air mixing door 21. If the concentration of carbon dioxide which is a cooling agent for the refrigeration cycle 18 in the air conditioner is of a predetermined stage, forced ventilation in the cabin is performed prior to controlling the air intake mode. If the concentration reaches another stage, the air intake mode is switched to the outside air intake mode, the windows are forced open automatically, and a buzzer 32 alarms the dangerous condition.
