PROBLEM TO BE SOLVED: To share a clutch mechanism with right and left driving wheels and improve operability by horizontally connecting a clutch lever to a wheel shaft oscillatingly around the shaft as a core center, and switching a clutch body from a transmission state to a shielding state due to the oscillation. SOLUTION: A clutch lever having a lever portion 911 bent in a constant direction is mounted to a periphery of a connecting portion between a driving motor and a fixing plate of a hub. One end of a plate portion 912 of this clutch lever is journalled to a wheel shaft. Then, the clutch lever can oscillate around the wheel shaft as a core center. This wheel shaft is inserted into the central portion of a rotation hub 101 to journal the rotation hub 101, and driving wheels can rotate with the rotation hub 101 around the wheel shaft as an axle. This clutch lever and a clutch body 92 constitute a clutch mechanism. Therefore, operation of the clutch mechanism can commonly actuate the right and left driving wheels.
