PROBLEM TO BE SOLVED: To provide a motive power absorbing device light in weight, inexpensive, capable of controlling braking force and large in control range. SOLUTION: This motive power absorbing device comprises a hollow axis 5, an output shaft 9 coaxially extending through a hollow part, a multidisc clutch 23 to disconnect coupling between the two shafts 5 and 9, a trochoid pump 11 fastening the multidisc clutch 23 arranged on the hollow shaft 5, and a gear pump 15. The trochooid pump 11 weakly fastens the multidisc clutch 23 at the absorption of motive power, and when absorbing torque is insufficient, the gear pump 15 strongly fastens the clutch 23.
