<p>PROBLEM TO BE SOLVED: To reduce the scale of a transcoder and to suppress deterioration in an image accompanying recoding. SOLUTION: An encoding parameter multiplexer 103 multiplexes a current encoding parameter and encoding parameters of plural generations included in history information fed from a history decoder 104 on video data fed from a decoder 102 and provides an output of the multiplexed data as a base band digital video signal to a encoding parameter demultiplexer 105. The encoding parameter demultiplexer 105 selects the encoding parameter, used for encoding for an encoding device 106 and outputs the selected encoding parameter to the encoding device 106 as a current encoding parameter, and outputs the remaining encoding parameters for plural generations to a history encoding device 107. The encoding device 106 encodes the video data fed from the encoding parameter demultiplexer 105, based on the current encoding parameter for generating a bit stream, and multiplexes user data including the encoding parameters of plural generations fed from the history encoding device 107 as history information in the bit stream and outputs the result to a transcoder at a post-stage.</p> |
