PROBLEM TO BE SOLVED: To facilitate consolidation of ground by providing bag bodies in which a liquid material or a fluid material can be filled, at the ends of one or more sides of a sheet. SOLUTION: An air-tight sheet 10 is made rectangular and bag bodies 12 are formed at the four peripheral sides so as to surround the sheet 11 at the whole length, and charging/discharging openings 13 for liquid or fluid are formed at specified positions of the bag bodies 12. Further, partition walls are formed in the bag bodies 12 if necessary. The bag bodies 12 are embedded in the ground to lay the air-tight sheet 10, and in the state that the bag bodies 12 are embedded in the ground, liquid or fluid is injected in the bag bodies 12. In this way, when the bag bodies 12 of the air-tight sheet 10 are embedded in the ground, cohesive soil presses the surface of the bag bodies 12 and closely sticks thereto. Accordingly, when liquid is injected in the bag body in a state pressed by the cohesive soil, the bag body is more closely stuck to the cohesive soil, and the air-tightness can be securely obtained to promote consolidation.
